California (CA) Energy & Efficient Window Performance Cash Rebates & Incentives. Cash rebates and incentives available to California homeowners who upgrade to energy efficient windows

This article discusses the cash rebates and incentives (including loans) available to homeowners in the state of California for upgrading to energy efficient windows. Some programs listed aim to improve home energy performance in general; others explicitly focus on efficient window performance. They may be offered by your state, your local energy supply company or the two working together. They can help you pay for the costs of upgrading or replacing the windows in your home.

We try to keep information current; however, this list doesn’t include information about all window-related utility programs in your state. (This information was last updated as of 2011.)

California State Incentive and Rebate Programs:

At this time, there are no energy efficient window incentive programs offered by the state of California.

California Utility Company Sponsored Incentive and Rebate Programs:

  • Anaheim Public Utilities Incentive/Rebate Program - The Home Incentives Program: Provides a $1 per square foot of glass rebate for ENERGY STAR windows and is available for replacement windows only.
  • City of Azusa Incentive/Rebate Program - The Home Weatherization Rebates Program: Offers a $1 per square foot of glass rebate for ENERGY STAR windows and is available for replacement windows only.
  • City of Palm Desert Incentive/Rebate Program - The Energy Independence Program: Offers loans to cover the cost of installing ENERGY STAR windows, doors and skylights. Loans are available ranging from $5,000-$100,000. Long term payback of the cost of improvements is linked to the homeowner’s property taxes.
  • City of Palm Desert Incentive/Rebate Program - The Set to Save Partnership Program - Offers a $0.75 per square foot of glass rebate for installing window films with a SGHC of 0.39 or less. North-facing windows are not eligible under the program. Installing window screens that block at least 80 percent of the sun’s rays qualifies homeowners for a $1.50 per square foot of glass rebate.
  • Burbank Water and Power Incentive/Rebate Program - The Home Rewards Rebate Program: Provides a $2 per square foot of glass rebate for ENERGY STAR windows if they are purchased within the city of Burbank or a $1 per square foot rebate if they are purchased outside the city of Burbank. The program applies to replacement windows only.
  • Burbank Water and Power Incentive/Rebate Program - The Business Bucks Grant Program - Offers free energy audits to businesses with monthly electricity bills ranging from $100 to $3000. The program also provides retrofitting rebates of up to $2,000 when a business invests in efficiency equipment, including window tinting.
  • EGIA Incentive/Rebate Program - The GEOSmart Residential Financing Program: Offers homeowners’ low-interest loans from $1,000 to $25,000 to cover the cost of home improvements including ENERGY STAR windows and window treatments which help conserve energy such as window tinting, shading, shutters and awnings.
  • Glendale Water & Power Incentive/Rebate Program - The Smart Home Energy Rebates Program: Offers a $2.50 per square foot of glass rebate for ENERGY STAR windows purchased within the city of Glendale or $2 per square foot of glass if purchased outside the city of Glendale. The program applies to replacement windows only.
  • Hercules Municipal Utility Incentive/Rebate Program - The Residential Energy Efficiency Rebate Program: Provides a $1 per square foot of glass rebate for ENERGY STAR windows and a $1 per square foot rebate for sunscreens, covering up to a maximum of 100 square feet. In order to qualify under the program, the sunscreens must provide at least 60 percent sun blockage.
  • Imperial Irrigation District Incentive/Rebate Program - The ENERGY STAR Rebates Program: Offers $2 per square foot of glass rebate for ENERGY STAR windows and covers replacement windows only.
  • City of Lodi Electric Utility Incentive/Rebate Program - The Residential Services Program: Offers cash rebates to homeowners for tinting their windows or installing shade screens that block at least 70 percent of solar heat gain. The program provides rebates of $0.50 per square foot of window area with a maximum of $500 available per homeowner.
  • Los Angeles Department of Water and Power Incentive/Rebate Program - The Home Efficiency Rebate Program: Offers a $2 per square foot of glass rebate to homeowners for installing ENERGY STAR windows and skylights with a U-factor of 0.57 or less within an air conditioned space. The program applies to replacement windows only.
  • Modesto Irrigation District Incentive/Rebate Program - The Residential Energy Efficiency Rebate Program: Provides a $1 per square foot of glass rebate to homeowners for installing dual pane ENERGY STAR windows within an air conditioned space. The program applies to replacement windows only. Additional rebates are available for the installation of window films with a SHGC of 0.39 or less or sun screens with a SHGC of 0.35 or less. Window film and sunscreens receive a rebate of $0.75 per square foot of window area and must be installed on windows facing south, east or west (any direction except 45 degrees of true north).
  • Pacific Gas & Electric Incentive/Rebate Program - The Appliances and General Improvement Rebate Program: Offers rebates of $1.35 per square foot of window film installed on clear, single-pane glass. To qualify for the program windows must be facing west, east or south with either a SHGC of 0.39 or less, or a SHGC of 0.47 or less with a VT/SHGC ratio greater than 1.3.
  • Pasadena Water & Power Incentive/Rebate Program - The Efficient Cooling Home Incentive Program:  Offers a rebate of $2.00 per square foot of glass for ENERGY STAR windows if purchased within the city of Pasadena or a rebate of $1.50 per square foot of glass if purchased outside the city of Pasadena. The program applies to replacement windows only. A $0.15 per square foot “Green Power Rewards Program” bonus is also available to homeowners who are enrolled in the “Green” program. Another rebate of $0.75 per square foot is available for homeowners who install window sun shade screens if they are purchased within the city of Pasadena or $0.60 per square foot of window sun shade screen if purchased outside the city of Pasadena. Sun shade screens must be installed on windows facing south, west or east and must reflect 70 percent of the sun's heat and glare. This program also offers a $0.10 per square foot bonus if homeowners enroll in the “Green Power Rewards Program”. A $200 per home or residence rebate is available for the installation of ENERGY STAR skylights or light tubes (limit one skylight or tube per room) if they are purchased within the city of Pasadena or $175 if purchased outside the city of Pasadena. A bonus rebate of $20 per home is available to homeowners who enroll in the “Green Power Rewards Program.”
  • City of Redding Electric Utility Incentive/Rebate Program - The Earth Advantage Rebate Program: provides a $1 per square foot of window area rebate to residents and building owners who install window treatments, including window tinting and sunscreens. Rebate maximums under the program are $250 for homes and $750 for commercial buildings. Window treatments must provide a minimum solar blockage of 60 percent. Additional rebates are available for weather stripping or caulking of doors and windows. Available rebates cover up to 75 percent of the cost of these projects. Maximum rebates offered under this program are $100 for homeowners and $500 for commercial building owners.
  • Riverside Public Utilities Incentive/Rebate Program - The Weatherization Incentive Rebate Program: Offers an incentive rebate of $1 per square foot of glass to homeowners who install  ENERGY STAR windows. The program covers replacement windows only.
  • Roseville Electric Utility Incentive/Rebate Program - The Commercial Energy Efficiency Rebate Program:  Offers a rebate of $1.35 per square foot of window area to homeowners who install qualifying window film.
  • Sacramento Municipal Utility District - The Residential Energy Efficiency Loan Program: Provides loans to homeowners which cover up to 100 percent of the financing costs for homeowners to install ENERGY STAR windows. Loans must be repaid within ten years.
  • Sacramento Municipal Utility District - The Commercial Energy Efficiency Rebate Program: Offers a rebate of $1.35 per square foot of window area to homeowners who install qualifying reflective window film. 
  • Sacramento Municipal Utility District - The Home Performance Program: Offers up to $5,000 in rebates to Sacramento homeowners for energy-efficient retrofits made to their homes, including the installation of high performance windows. Rebate amounts available through the program are based on energy saving results.
  • Southern California Edison Incentive/Rebate Program - The Multifamily Energy Efficiency Rebate Program:  Offers incentives for property owners and managers of multi-family buildings. Property owners and managers who install ENERGY STAR windows will receive a $0.75 per square foot of glass rebate through the program.
  • Southern California Gas Company (SoCal) Incentive/Rebate Program - The Home Energy Upgrade Financing (HEUF) Program: Offers homeowners loans which range from $2,500 to $20,000 which can be used to cover the cost of installing low-Energy windows.
  • Sonoma County Incentive/Rebate Program - The Energy Independence Program: Provides financing to Sonoma homeowners who install qualifying windows, glass doors and skylights. Loans are available up to $900 per ENERGY STAR window and up to $2 per square foot of window area for qualifying, NFRC rated window film. The program also covers up to $1,200 per ENERGY STAR skylight and $4,000 per ENERGY STAR door.
  • Turlock Irrigation District Incentive/Rebate Program - The Sun Screen Rebate Program: Provides homeowners rebates of $1 per square foot for installing vinyl-coated sunscreens that block at least 80 percent of the sun’s heat.
