Oregon (OR) Energy & Efficient Window Performance Cash Rebates & Incentives. Cash rebates and incentives available to Oregon homeowners who upgrade to energy efficient windows.

This article discusses the cash rebates and incentives (including loans) available to homeowners in the state of Oregon for upgrading to energy efficient windows. Some programs listed aim to improve home energy performance in general; others explicitly focus on efficient window performance. They may be offered by your state, your local energy supply company or the two working together. They can help you pay for the costs of upgrading or replacing the windows in your home.

Oregon State Incentive and Rebate Programs:

  • State of Oregon Incentive/Rebate Program - State Home Oil Weatherization Program (SHOW): Offers Oregon homeowners a 25 percent cash rebate, with a maximum rebate amount of $150, for the installation of qualifying window replacements. The program also covers weather stripping and caulking of windows with a rebate covering 25 percent of the total project cost with a maximum rebate amount of $500.
  • State of Oregon Incentive/Rebate Program - GreenStreets Lending Program: Provides residential loans ranging from $1,000 to $50,000 with low interest rates to cover the costs of installing qualifying energy-efficient windows. Small business loans ranging from $5,000 to $200,000 are also available through this program.
  • State of Oregon Incentive/Rebate Program - State Energy Loan Program: Offers low interest rate loans ranging from $20,000 to $20 million. Individual, business and institutional lenders are eligible to apply for loans through this program to cover the costs of qualifying improvements, including the installation of energy-efficient windows.
  • State of Oregon Incentive/Rebate Program - Rental Weatherization Tax Credits Program: Offers owners of rental housing a tax credit of 35 percent of the costs of performing eligible projects that improve overall energy efficiency by 10 percent. Efficient windows are among the eligible measures covered under this program.

Oregon Utility Company Sponsored Incentives and Rebate Programs:

  • Ashland Electric Utility/City of Ashland Conservation Districts Incentive/Rebate Program - Residential Energy Conservation Program: Provides homeowners a $6 per square foot of glass rebate for installing ENERGY STAR window replacements after a required energy audit is performed. The program also offers loans up to a $7,500 with zero percent interest rates which may be used to cover the costs of energy-saving projects, including the installation of qualifying window replacements.
  • Avista Utilities Incentive/Rebate Program - Weatherization Incentives and Financing Program: Offers free energy audits and incentives, including loans of up to $5,000 which may be used to cover the costs of approved weatherization work.
  • Blachly-Lane Electric Cooperative Incentive/Rebate Program - Weatherization Efficiency Program: Offers rebates or credits to electric customers to cover 25 percent of the costs for qualifying weatherization items. The program offers a $3 per square foot of glass rebate (with a maximum rebate amount of $500) for the installation of ENERGY STAR replacement windows. Loans of up to $500, with zero percent interest rates, are also available.
  • Central Electric Cooperative Incentive/Rebate Program - Weatherization Program: Provides members of the cooperative a rebate of $4.00 per square foot of window area to cover costs of the installation of ENERGY STAR window replacements.
  • Central Lincoln People’s Utility District Incentive/Rebate Program - Residential Energy Efficiency Rebate Program: Offers homeowners rebates ranging from $5 to $6 per square foot of glass for the installation of ENERGY STAR windows. Program covers replacement windows only.
  • City of Bandon Electric Department Incentive/Rebate Program - Energy Conservation Program: Provides homeowners rebates of $3 per square foot of glass, with a maximum amount of $500 per residence, for the installation of replacement windows with a U- factor of 0.35 or less. Also available is a $6 per square foot of glass rebate with no maximum limit for the installation of windows with U-factor of 0.30 or less. This program is offered in partnership with Bonneville Power Associate and requires an energy audit is performed before work begins.
  • Clatskanie People’s Utility District Incentive/Rebate Program - Savings and Incentives Program: Offers homeowners a $5 per square foot of glass rebate for the installation of qualified window replacements. This program requires an energy audit is performed before work begins.
  • Columbia River PUD Incentive/Rebate Program - Commercial Energy Efficiency Rebate Program: Offers businesses a $6 per square foot of glass rebate for the installation of ENERGY STAR windows. Rebates will not exceed 50 percent of the total project cost.
  • Columbia River PUD Incentive/Rebate Program - Home Weatherization Program: Provides homeowners rebates of $6.00 per square foot of glass for installing ENERGY STAR windows. The installation of new doors may qualify for a $75 rebate and weather stripping around existing doors may qualify for a $25 rebate. Installing attic insulation is also covered under the plan. Attic insulation must be at least R-19 in order to qualify for this program. Rebates cannot exceed 50 percent of the total project cost.
  • Consumers Power Inc. Incentive/Rebate Program - Window Replacement Rebate Program: Offers homeowners a $6 per square foot of glass rebate for the installation of ENERGY STAR replacement windows in electrically-heated homes.
  • Douglas Electric Cooperative Incentive/Rebate Program - Weatherization and Windows Program: Offers cash rebates which may cover up to 25 percent of the total costs of qualifying window replacement projects. The maximum rebate amount available per household is $350. To qualify for the program windows installed in a new construction must be ENERGY STAR certified and retrofit windows must have a U-factor of 0.40 or less.
  • Energy Trust of Oregon Incentive/Rebate Program - Weatherization – Windows Incentives: Provides a $2.25 per square foot of glass rebate for the installation of ENERGY STAR windows. Also available through the program is a $3.50 per square foot of glass rebate for the installation of windows with a U-factor of 0.22 or lower. Additional installation measures must be met in order to qualify for the rebates.
  • Emerald People’s Utility District (EPUD) Incentive/Rebate Program - Residential Weatherization Program: Offers homeowners up to $500 to help cover the costs of installing ENERGY STAR windows in electrically-heated homes. Loans up to $4,000 at zero percent interest rates are also available to cover the costs of eligible weatherization measures.
  • Eugene Water & Electric Board Incentive/Rebate Program - Home Comfort Weatherization: Provides homeowners with zero percent interest rate loans or rebates of $1 per square foot of glass area for the installation of ENERGY STAR windows. Insulation requirements must be met in order to qualify for the program.
  • Eugene Water & Electric Board Incentive/Rebate Program - Energy Smart Rebate Program for Businesses: Offers businesses a $2.00 per square foot of glass rebate for the installation ENERGY STAR replacement windows.
  • Forest Grove Light & Power Incentive/Rebate Program - Weatherization Program: Provides free energy audits and cash incentives for pre-approved weatherization measures. Also available is a $6 per square foot of glass rebate for window upgrades to ENERGY STAR windows. Insulation requirements must be met in order to qualify for the program.
  • Hermiston Energy Services Incentive/Rebate Program - Weatherization Program: Offers free energy audits and incentives that cover 25 percent of the costs of weatherization efforts. The maximum amount available per homeowner is $350.
  • Idaho Power Incentive/Rebate Program - Building Efficiency Energy Incentives for Commercial: Provides businesses a $0.50 per square foot of glass rebate for the installation of ENERGY STAR windows.
  • Idaho Power Incentive/Rebate Program - Easy upgrades – Building Shell Program: Offers $1.50 per square foot of glass rebates for ENERGY STAR window improvements. The program also rebates $1.00 per square foot of glass for the installation of windows with a U-factor 0.42 or less and a SHGC of 0.40 or less.
  • Lane Electric Cooperative Incentive/Rebate Program - Home Weatherization Program: Provides homeowners loans at zero percent interest rate with a maximum loan amount of $9,000. Cash grants which may be used to cover up to 25 percent of the costs of weatherization measures, up to a maximum of $1,000, are also available through this program. Window replacements qualify for a loan only if the home insulation meets minimum standards as defined by program and undergoes a preliminary energy audit.
  • Lane Electric Cooperative Incentive/Rebate Program - Low Income Weatherization Program: Offers eligible homeowners grants up to $1,500 to cover the costs of performing qualifying weatherization measures, which includes window and door replacements.
  • Lane Electric Cooperative Incentive/Rebate Program - Commercial Retrofit Program: Offers businesses rebates of 50 percent of the costs and up to $2,500 for qualifying weatherization measures. The program covers window replacements only if the building insulation meets minimum standards as defined by the program.
  • McMinnville Water and Light Incentive/Rebate Program - Conservation Service Loans: Provides loans at amounts ranging from $500 to $10,000 to cover the costs of installing qualifying windows replacements. Loans over $5,000 must be secured by a Deed of Trust. Financing terms vary and loans can be repaid within 12, 24, 36, 48 or 60 months. The program charges a $50 service fee for residential loan applications and a $100 service fee for commercial loan applications.
  • McMinnville Water and Light Incentive/Rebate Program - Weatherization Program: Offers homeowners various incentives for weatherization measures such as adding installing qualifying insulation, as well as the installation of qualifying windows.
  • Midstate Electric Cooperative Incentive/Rebate Program - Window Rebate Program: Provides homeowners a $6 per square foot of glass rebate for the installation of energy-efficient replacement windows. The program is only available for fully-insulated homes with permanently installed electric heat.
  • Milton-Freewater City Electric Department Incentive/Rebate Program - Weatherwise Windows Program: Offers a $0.48 per square foot of window area rebate to cover the cost of installing ENERGY STAR windows. Program covers window replacements only.
  • Monmouth Power & Light Incentive/Rebate Program - Residential Energy Efficiency Program: Provides homeowners a $6 per square foot of glass rebate for the costs of installing ENERGY STAR windows.
  • Salem Electric Incentive/Rebate Program - Weatherwise Program: Offers rebates of $5.50 or $7.50 per square foot of glass for the installation of qualifying replacement windows. Also available through this program are loans which are offered at five percent interest rates with a maximum of $7,500 offered per household.
  • Salem Electric Incentive/Rebate Program - Residential, Commercial & Industrial Energy Efficiency Rebate Program: Offers homeowners $4-$6.50 per square foot of glass rebates for the installation of qualifying window replacements. Program is available to residential customers only.
  • Springfield Utility Board Incentive/Rebate Program - Energy Efficiency Loan Program: Provides loans at zero percent interest rates with a $4,000 loan maximum which may be used to cover the costs of weatherization improvements, including the installation of ENERGY STAR replacement windows.
  • Tillamook PUD Incentive/Rebate Program - Weatherization Program: Offers homeowners $6 per square foot of glass rebates with no rebate limit for the installation of ENERGY STAR window replacements. Program is available for both site-built and manufactured homes. Loans are also available at a five percent interest rate which must be repaid within five years.
  • Umatilla Electric Cooperative Incentive/Rebate Program - Weatherization Program - Insulation & Windows: Provides homeowners low interest rate loans of up to $15,000 or cash-back rebates for weatherization measures performed including the installation of qualifying windows. This program requires a free home energy audit is performed beforehand.
  • West Oregon Electric Cooperative Incentive/Rebate Program - Windows Rebate Program: Offers cash rebates for the installation of replacement windows with a U-factor of 0.30 or less.
