Washington (WA) Energy & Efficient Window Performance Cash Rebates & Incentives. Cash rebates and incentives available to Washington homeowners who upgrade to energy efficient windows.

This article discusses the cash rebates and incentives (including loans) available to homeowners in the state of Washington for upgrading to energy efficient windows. Some programs listed aim to improve home energy performance in general; others explicitly focus on efficient window performance. They may be offered by your state, your local energy supply company or the two working together. They can help you pay for the costs of upgrading or replacing the windows in your home.

Washington State Incentive and Rebate Programs:

At this time, there are no energy efficient window incentive programs offered by the state of Washington.

Washington Utility Company Sponsored Incentives and Rebate Programs:

  • Avista Utilities Incentive/Rebate Program - Residential Rebates and Incentive Program: Offers homeowners a $3.00 per square foot of glass rebate when you upgrade to ENERGY STAR windows.
  • Benton PUD Incentive/Rebate Program - Residential Energy Efficiency Rebate Program: Provides homeowners a rebate of $6.00 per square foot of glass for installing qualifying energy-efficient windows.
  • Callam County PUD Incentive/Rebate Program - Residential Window Replacement Incentive Program: Offers rebates to homeowners of $6.00 per square foot of glass for the installation of ENERGY STAR windows. Program covers replacement windows which must be installed by a participating, approved installer.
  • Callam County PUD Incentive/Rebate Program - Residential and Small Business Solar & Efficiency Loan Programs: Offers homeowners and small business owners loans ranging from $1,000 to $15,000 to cover the costs of installing ENERGY STAR windows.
  • Chelan County PUD Incentive/Rebate Program - Weatherization Incentive Program: Provides homeowners a $3.00 per square foot of glass rebate for the installation of ENERGY STAR replacement windows in electrically-heated homes. The maximum rebate amount offered per household is $2,500. The program does not cover windows installed before 1/1/2010.
  • Clark Public Utilities Incentive/Rebate Program - Residential Weatherization Loan Program: Offers homeowners loans up to $15,000 at 5.25 percent interest rates to cover the costs of installing ENERGY STAR replacement windows.
  • Clark Public Utilities Incentive/Rebate Program - Residential Energy Efficiency Rebate Program: Offers homeowners rebates of $2.50 per square foot of glass for upgrading to ENERGY STAR windows. The maximum rebate amount available per household through the program is $500.
  • Cowlitz County PUD Incentive/Rebate Program - Residential Weatherization Plus Program: Provides rebates to low-income residents with a household income of less than 125 percent of federal poverty guidelines. Program rebates up to $20 per square foot of glass for the installation of energy-efficient replacement windows.
  • Franklin County PUD Incentive/Rebate Program - Residential Rebate Program: Provides homeowners a $6.00 per square foot of glass rebate for upgrading from single-pane windows to ENERGY STAR windows.
  • Grant County PUD Incentive/Rebate Program - Weatherization & Heat Pump Loan Program: Offers low interest rate loans to homeowners at four percent for replacing single-pane windows with qualifying windows in site-built homes. Loans must be repaid within ten years.
  • Gray’s Harbor County PUD #1 Incentive/Rebate Program - Weatherization Rebate and Loan Program: Provides rebates of $6.00 per square foot of glass and up to $1,500 for upgrading to ENERGY STAR windows. The program requires homeowners to get a preliminary energy audit and pre-approval. Low interest rate loans are also available through this program of up to $10,000. The minimum loan amount is $500 and the maximum amount is $40 per square foot.
  • Inland Power & Light Company Incentive/Rebate Program - Residential Energy Efficiency Rebate Program: Provides homeowners $3.00 per square foot of glass rebates for the installation of ENERGY STAR windows. Both new and replacement windows are eligible under this program.
  • Klickitat County PUD Incentive/Rebate Program - Customer Residential Weatherization Rebate Program: Offers homeowners a $1.50 per square foot of glass rebate up to $500 for the installation of ENERGY STAR windows.
  • Lewis County PUD #1 Incentive/Rebate Program - Windows Rebate Program: Provides rebates of up to 50 percent of installation costs for qualifying replacement windows.
  • NW Natural Incentive/Rebate Program - Residential Energy Efficiency Rebate Program: Provides a $2.50 per square foot of glass rebate for the installation of replacement ENERGY STAR windows. Another rebate of $3.50 per square foot of glass is available for the installation of windows with a U-value of 0.22 or less. Windows must be installed with another qualifying energy saving improvement in order to be eligible for the program.
  • Okanogan County PUD Incentive/Rebate Program - Conservation Loan Program: Offers loans to cover the costs of making qualifying energy-efficient upgrades to the home. To be eligible for the program, windows must meet required insulation levels as defined by program. Loans must be repaid within five years.
  • Pacific Power Incentive/Rebate Program - Home Energy Savings Program: Offers $1.50 per square foot of glass rebates for the installation of ENERGY STAR replacement windows.
  • Port Angeles Public Works & Utilities Incentive/Rebate Program - Weatherwise Service Program: Provides a $6.00 per square foot of glass rebate for the installation of replacement windows with a U-factor of 0.30 or less.
  • Puget Sound Energy Incentive/Rebate Program - Multifamily Retrofit Incentives: Offers a $5.00 per square foot of glass rebate for upgrading to ENERGY STAR windows in electrically-heated homes. Also available is a $7.00 per square foot of glass rebate for the installation of replacement windows with a U-factor of 0.25 or less. Existing windows must be single pane, single pane with a storm window or metal frame double pane windows. For homes heated with natural gas, a $4.00 per square foot of glass rebate is given for upgrading to ENERGY STAR windows. Existing windows must be single pane to qualify for this rebate.
  • Puget Sound Energy Incentive/Rebate Program - Multifamily New Construction Incentives: Offers a $1.00 per square foot of glass rebate for the installation of ENERGY STAR windows in new multifamily homes heated with natural gas. Also available through this program is a $1.55 per square foot rebate for installing ENERGY STAR windows in new multifamily homes heated with electricity.
  • Richland Energy Services Incentive/Rebate Program - Energy Conservation Loan: Offers loans at three to seven percent interest rates depending on the duration of the loan. Loans can be used to cover the costs performing qualifying window upgrades as defined under program. Terms require loans are repaid within one to ten years with a maximum loan amount available per household of $15,000.
  • Seattle City Light Incentive/Rebate Program - Multifamily Weatherization Program: Provides a $5.00 per square foot of glass rebate for replacing single-pane windows or a $3.00 per square foot of glass rebate for replacing aluminum-framed double-pane windows. To qualify for this program, windows must be replaced with ENERGY STAR windows.
  • Snohomish County PUD Incentive/Rebate Program - Weatherization & Heating Efficiency Program: Offers rebates of $3.00 per square foot of glass for replacing single-pane windows or metal-framed double-pane windows, with ENERGY STAR windows.
  • Tacoma Power Incentive/Rebate Program - Residential Weatherization Rebate and Loan Program: Provides zero percent interest loans that must be repaid within seven years for qualifying weatherization measures as defined by program. Rebates include $4.00 per square foot of glass for replacing single-pane windows with qualifying windows. Another rebate of $2.00 per square foot of glass is available for replacing double-pane windows with metal frames. The maximum rebate amount offered by household is $1,000.
